Untested:

<replaceregexp file="temptest.csv" match=";$" replace=""
               byline="true" />

If you want to reuse the result of a mtach like this one indicates

> <replaceregexp file="temptest.csv" match=".;$" replace="\1$"
> byline="true" />

you need to use parens like in

<replaceregexp file="temptest.csv" match="(.);$" replace="\1$"
               byline="true" />
