Seems a long way around when you could just tell people, "If you define a
resources.config fileset, set a property to go with it." Then just 'if' on
that property in your <copy> that copies the resources.config fileset.
IOW:

  <fileset id="resources.config" .../>
  <property name="resources.config" value="true"/>

Having them add one line is a whole lot easier than jumping through hoops
trying to roundaboutly discern something that's easily settable.
