It already is abstracted out far enough to do that (in fact, a lot of
the underlying code of out execution framework uses things like
Os.isFamily("unix")).

One problem is that it is too easy to break older build files if you
touch the interpretation of <exec>'s os attribute.  Using a new
attribute with a different interpretation might work.

Well, you can always come out of that corner by submitting a patch,
you know ;-)
