This works for me (note that addition of ${basedir}):
<project basedir=".." default="test">
  <target name="test">
    <copy todir="target" filtering="no">
      <fileset dir="${basedir}/src" includes="**/*.java">
        <not>
          <presentselect targetdir="${basedir}/src">
            <mapper type="glob" from="*.java" to="*.form"/>
          </presentselect>
         </not>
       </fileset>
     </copy>
  </target>
</project>

(Note: If you're running beta2, change <presentselect> to <present>.)
