It means to include and recurse [sub]directories.  I am guessing you can
remove it in your case because you don't have any subdirectories containing
.jar files.

What does the "**" mean in the include element of the fileset element?
For example, "<include name="**/*.jar"/>". I can remove it and ant works
fine.
