Not sure how that would help since a build.xml for layer A1 would still 
be able to find the source to layer A.

I certainly don't want to split my source into 14 or more source directories...
(The number of layers for this one library)

Sounds like you want multiple build.xml files at each
layer rather one mongo build.xml file at the top layer.
