Subject ant rejects shift-jis characters?

Trying ant for the first time. Build file and source files include some
Japanese (shift-JIS). Got the following error:

error: "Unconvertible UTF-8 character beginning with 0x82" (line number may
be t
oo low).
------------------

So I tried putting the xml declaration line in:

<?xml version="1.0" encoding="Shift-JIS" ?>

Now I get

------------------
Buildfile: build.xml

BUILD FAILED

Error reading project file
------------------

If I drop into the source directory and run javac, it all compiles okay and
runs. What should I think?
