you need run run cmd as
     <echo message="copy from ${vss_web}"/>
     <exec dir="${basedir}\.." executable="cmd.exe" >
        <arg line="/c"/>
        <arg line="xcopy/r"/>
        <arg line="${vss_web}\*.jsp"/>
        <arg line=" *.jsp "/>
