you'd have to read two files and compare them instead of reading one
and writing one.

Do you have any chance to identify these files that may be duplicates?
If so, perform two copies.  One with overwrite="false" for those that
are unique - the majority of files, I assume - and one with
overwrite="true" for the rest.
