both of these jars need to be in ANT_HOME/lib:
junit.jar
optional.jar

get them here:
http://jakarta.apache.org/builds/jakarta-ant/release/v1.4.1/bin/jakarta-
ant-1.4.1-optional.jar      
http://download.sourceforge.net/junit/junit3.7.zip
