You should specify a local copy of the DTD. Have a look at the example
in Ant's documentation

Look at the examples for something like this:

<dtd publicId="-//Sun Microsystems, Inc.//DTD Enterprise JavaBeans
1.1//EN"
         location="${build.files}/deployment/xml/ejb-jar.dtd"/>
