I use the java taks to execute the weblogic ejbc process.  I think classpath
must be a nested attribute of the <java> task.  I do the following (which
works):
<java classname="weblogic.ejbc">
    <classpath>
        <pathelement path=".../weblogic.jar" />
        <pathelement path=".../..." />
    </classpath>
</java>
