Whenever I see CreateProcess error 2, it usually turns out to be something
not being in the PATH where the JVM is running.  Make sure the batch file is
in the PATH, also confirm that the syntax of the command is correct. 

But I would strongly suggest you 'don't use' the startWeblogic.cmd script in
the first place.  Figure out what it is doing and use a <java> task or
optional <wlstart> task.  Also, see documentation for <parallel>.  Here is
the task I use:
