            vmlauncher="false" executable="/usr/bin/sh"> 
         <arg value="-c" />
         <arg value="./reactor_smoketest ${test.case} ${build.number}"/>
      </exec>

as you want to pass the arguments testcase and buildnumber to your
script and not to the shell, right?

Why can't us use the script itself as executable?  Works for me with
Perl scripts, so it should work for TCL as well.
