Have you tried using the START command in Windows 2000?

You could do something like this:

---------RUNNER.BAT---------------------------
start %1 %2 %3 %4 %5 %6 %7 %8 %9
-------------------------------------------------------

-------PROG.BAT------------
prog.exe %1 %2 %3
----------------------------------

Your <exec> would invoke RUNNER.BAT with the parameter
PROG.BAT
