What does this have to do with Ant?
check out the XPath translate() function.

A quick note on this:  since posting, I've tested the transformation from an XML editor (XMLspy)
and from the command line.  Neither of these transformations adds the single quotes around
the parameter values, so it seems to be unique to Ant.  I'll begin scrounging around in the
1.4 source code (my current version)...
