This is my tomcat start target, it works quite well

tomcat.startup.command is simply set up to: ./startup.sh

    <target name="start" depends="create, init, install, configure">
	<exec executable="sh" dir="${tomcat.dir}/bin" >
	    <arg value="-c" />
	    <arg value="${tomcat.startup.command}" />
	    <env key="TOMCAT_HOME" file="${tomcat.dir}" />
	</exec>
    </target>

Tomcat requires you to start it up from the directory. I don't know what the 
equivalent of "sh" in Windows.
