This ant snippet is equivalent to:
cd ${basedir} && cvs checkout -d ${cvs.root}

To do what you say you want, use:
<cvs cvsRoot="${basedir}" package="my_module"/>

The -d option to cvs redefines the cvs root, and overrides the
$CVSROOT environment variable.
