Are you running this command in a batch script? 

Have you tried doing something like:
java -Dant.home=c:\ant-1.3 -buildfile buildjar.xml


java -Dant.home=c:\ant-1.3 -buildfile buildjar.xml

In my case, the url that will be passed as the src parameter for the get
task comes as a input variable. So i don't have control over it. 
for eg 

java -Dant.home=c:\ant-1.3 -buildfile buildjar.xml
Where %%1 is the name of file eg "new repository"

When I call following task only new is passed in instead of "new repository"

You could try replacing the space with %20 (hex ascii code
for space)
