Wouldn't it be just as easy to use
  <mkdir dir="${test.data.dir}"/>
before the <junit> task?

A lot of tasks in ant would probably fail if a directory doesn't exist, not just this one.

I'm mixed on the need to 'check' even though this is simple, otherwise we
end up checking everything.
I would say that just like you would do it in Java it's part of the
preconditions.
