I ran into the same problem and figured it out just before I took last week
off (sorry I wasn't able to help you solve this one!)
The problem was, indeed, in the ant.bat file.  
I'm using the 4NT shell under W2K.  
The offending line was:
	set ANT_CMD_LINE_ARGS=%*
Changing it to the folowing:
	set ANT_CMD_LINE_ARGS=%$
works for 4NT.
