Look closely at your include on the jar task:

>     <jar jarfile="${jars}/TCPStat.jar">
>         <fileset dir="${classes_output}">
>            <include name="**/.class"/>

It looks like you're missing a '*', try this:

    <jar jarfile="${jars}/TCPStat.jar">
        <fileset dir="${classes_output}">
           <include name="**/*.class"/>
                             ^ 
                             ^
