I believe when the 'sourcepath' is an attribute you can only specify
one path. To specify multiple paths you must make 'sourcepath' a nested
element:

<javadoc>
  <sourcepath>
    <pathelement path="src"/>
    <fileset dir="src/User">
      <include name="*.java"/>
    </fileset>
    <fileset dir="src/Validator">
      <include name="*.java"/>
    </fileset>
    <fileset dir="src/Servlets">
      <include name="*.java"/>
    </fileset>
  </sourcepath>
</javadoc>

See if that works.
