Just an idea..... and something I tried before....
Use this line instead.  it has the quotes removed.
:runAnt
echo %_JAVACMD% -classpath %LOCALCLASSPATH% -Dant.home=%ANT_HOME% %ANT_OPTS%
org.apache.tools.ant.Main %ANT_CMD_LINE_ARGS%
goto end

That made ant work for me.
