And why can't you write <project name="Test" default="dist"
basedir="D:\Java\Code"> ??

Setting it as a property inside the buildfile is too late - if you can not
under any circumstance write the above mentioned the only solution would be
to start Ant with "ant -Dbasedir=D:\JavaCode".
