I am back on the tool. Now it does not throw any errors. But when I click
re-load it does some processing and just enters 'javadocs' in the target
section. Does not enable the build button. any ideas?

It seems You didn't import the resource files needed in Ant.
For example, in the directory
<VAJ_Root>\ide\tools\org-apache-tools-ant\org\apache\tools\ant\taskdefs
should be a file defaults.properties. There are some
other non-class files in the Ant directory tree, too.
