<exec> calls java.lang.Runtime's exec() method.  I *thought* that
Runtime.exec() on Win32 would use the system path environment var, but
apparently not.  I also tried running <exec> with a nested <env key="PATH"
value="c:\somepath" /> element, but that didn't work either.
 
You can run Ant with the -debug option to see all system property settings.
That shows java.library.path, which when I run Ant includes my system path
env var.  But I'm pretty new to Java, I don't know if that's used for
finding libraries or if it's used to find executables as well.
 
Maybe someone else has better insight?

Specifying the full path did it.  I am wondering how I can check to see the
path that Ant is using?  From the command line I can run the command and I
have verified that it is in the path.

error=2 means file not found, which means it can't find your executable.
Make sure the executable's in your system path, or specify the full path to
the executable.
