OK, that makes sense, and no basedir is what I tried originally,
but take this example:

        <tar tarfile="grass.tar">
	    <tarfileset dir="${dist}" mode="755">
	        <include name="$**/*.sh"/>
	        <include name="**/*.csh"/>
	    </tarfileset>
	    <tarfileset dir="${dist}">
	        <include name="**/*"/>
	        <exclude name="$**/*.sh"/>
	        <exclude name="**/*.csh"/>
	    </tarfileset>
	  </tar>	    

I get this:
