You're right. I have Ant installed in and the ANT_HOME system variable set
to -

"D:\program files\Ant_home\jakarta-ant-1.3".

I changed the line in the ant.bat file from

if %ANT_HOME%a==a set ANT_HOME=%DEFAULT_ANT_HOME%

to

if "%ANT_HOME%a"=="a" set ANT_HOME=%DEFAULT_ANT_HOME%
