Thank you for your help!  Your assistance did the trick.  Here is what I
am now using:

    <execon executable="cmd" >
      <arg value="/c"/>
      <arg value="${env.ANT_HOME}/bin/ant.bat"/>
      <arg value="-buildfile"/>
      <srcfile/>
      <arg value="abc"/>
      <fileset dir=".">
        <patternset>
          <include name="*/build.xml"/>
        </patternset>
      </fileset>
    </execon>
  </target>
