Actually I am working with the move task.  I thought it was the delete task,
but it turned out to be the move task that follows the delete task.  I fixed
it by including *.zip instead of **/*.zip.

OK, use includes="**/*.bak" on your fileset.

If your don't want this, set includeemptydirs to false, so it should
be

<delete includeemptydirs="false">
  <fileset dir="your-top-dir-here" includes="**/*.bak" />
</delete>

Does this do what you want?
