OK, we seem to be getting closer.  Here is what I have at this point.
jar.dir is also set by a task.  I can now add jar.dir, but I also want to
add all jar files in the jar.dir.  I cannot create a fileset at this level
(I tried that)  can I wrap the fileset in something?  I cannot put the
fileset in the PATH element as the jar.dir has not been defined by the time
the PATH is evaluated.

    <fileset dir="${jar.dir}" id="jarclasspath">
      <include name="**/*.jar"/>
      <include name="**/*.zip"/>
    <fileset dir="${project_env.ANT_HOME}/lib" id="antclasspath">
      <include name="**/*.jar"/>
      <include name="**/*.zip"/>
	<property name="base.classpath" refid="project.baseclasspath"/>
	<property name="ant.classpath" refid="antclasspath"/>
	<property name="jar.classpath" refid="jarclasspath"/>
	<property name="project.classpath"
