Just a question -whats the basedir of your project? If it is not "." there 
could be some issues with javadoc (unless this has been fixed yet?). One 
thing though could you tell me if the following works?

         <exec executable="/bin/ls">
           <env key="PATH" path="/bin"/>
           <arg value="."/>
         </exec>
