I tried what you told me to do and I got the following.

  [javadoc] Javadoc execution
  [javadoc] javadoc: No package, class, or source file found named 
org.apache.struts.form

  [javadoc] 1 error

BUILD SUCCESSFUL

Total time: 5 seconds

And of course it wasn't succesful at all. Files weren't generated in javadoc 
directory. And I couldn't find where to get "org.apache.struts.form"
