classpath is not a task it is an element in some tasks. Path is a task. Use
the following:

<path id="my.class.path>
	<fileset dir="lib">
		<include name="**/*.jar"/>
	</fileset>
	<pathelement location="classes"/>
</path>

...somewhere where classpath element exists (for example java tasks):

<java ...>
	<classpath refid="my.class.path"/>
</java>
