  what the echo should be is :

         <echo message="${env.PATH}">
          </echo>

  Subject: newbie: how to echo the value of a variable

  Warning: my very first build.xml file.
  ran into something unknown (to me) already. No reference manual to look at.

  <?xml version="1.0"?>
  <project name="stp" basedir="." default="startUP">
          <property environment="env"/>
  <target name="startUP">
          <echo>
  ${env.PATH}
          </echo>
  </target>
  </project>

  when it ran, it displays "${env.PATH}", not the value of the environment
  variable PATH.
