Using a mapper should work, something like

<property name="etc.dir" value="/etc" />
<copy todir="/tmp">
  <fileset dir="${etc.dir}" />
  <mapper type="glob" from="*" to="etc/*" />
</copy>

but this still needs to know the basename of /etc.
