I don't think this problem is related to locale settings.

Here are all exported environment variables:

eclare -x ANT_HOME="/home/tester/jakarta-ant-1.3"
declare -x CLASSPATH="/home/tester/jakarta-ant-1.3/lib/ant.jar"
declare -x HOME="/home/tester"
declare -x HOSTNAME="bender"
declare -x HOSTTYPE="i386"
declare -x LOGNAME="tester"
declare -x MACHTYPE="i386-sun-solaris"
declare -x MAIL="/var/mail//tester"
declare -x
declare -x OLDPWD="/home/tester/jakarta-ant-1.3/src"
declare -x OSTYPE="solaris"
declare -x
declare -x PS1="\$? \\u@\\h (\\w) \\# \\\$ "
declare -x PWD="/home/tester/jakarta-ant-1.3/src/antidote"
declare -x SHELL="/usr/bin/bash"
declare -x SHLVL="1"
declare -x SSH_CLIENT=" 1047 22"
declare -x SSH_TTY="/dev/pts/11"
declare -x TERM="vt100"
declare -x TZ="MET"
declare -x USER="tester"

The OS doesn't have any language settings, also user.language is set to "en"
