Sorry about sending this off before I finished:

If I put all the flags into the command, I get the same type of 
same thing - output is:

ROOT_DIR=/usr/local/home/jmoter/cvsroot/wellsfargo/bis
      [cvs] cvs server: cannot find module `v1_6wf' - ignored
      [cvs] cvs [checkout aborted]: cannot expand modules
