How about using a path? 

<path id="mypath">
  <fileset dir="lib">
    <include name="*.jar"/>
  </fileset>
</path>

<target name="doIt">
  <property name="mypathResolved" refid="mypath"/>
  <exec ... >
    <arg value="${mypathResolved}"/>

Ant will provied the "right" delimiter for you.
