	I was just figuring out a similar thing - I was trying to execute a
batch file and had to use 

executable="blah.bat"

vs

executable="blah"

	I also omitted the os attribute.  My final working task definition
was:

<exec dir="." executable="sourceguard.bat"
output="c:\product\build\obfuscate.txt">
	<arg line="C:\Product\service\VPN\obfuscate\vpn.sg4"/>
</exec>
