Subject how to get junit task working?

I have the optional.jar file in my <$ANT_HOME>/lib directory and I'm getting this message:


BUILD FAILED

/home/peterb/Java/PSSGLib_1_0_2/build.xml:219: Could not create task of type: junit because
I can't find it in the list of task class definitions.  Common solutions are: 1 execute bin/bootstrap.
2 use taskdef to declare your task. 3 add the task to defaults.properties.

Here is the blurb from my build.xml file:

           description="Complete of all JUnit test suites called 'PackageTest'">
      <junit printsummary="${testsummary}" haltonerror="on" haltonfailure="on">
         <formatter type="${testformat}" usefile="${usefile}"/>

      </junit>
   </target>
