I've learned today that Windows gives = characters in arguments a
special meaning if you invoke a batch file (it simply remove it and
splits the argument containing the = into two). At least that's what
I've been told.

Try to enclose the argument containing the = sign in quotes like

  command="sqlj &quot;-compile=false&quot; icm\CommonDBDeclarations.sqlj"

Does this work?
