OK using multiple lib elements worked fine.

<lib dir="third_party/sun">
	<include name="servlet.jar"/>
	<include name="jndi.jar"/>
</lib>
<lib dir="third_party/oracle">
	<include name="classes12_01.zip"/>
	<include name="ojsp.jar"/>
</lib>
<lib dir="third_party/cybersource">
	<include name="cdkjava3300.jar"/>
</lib>
