The problem is more of a Java problem than an Ant problem:

        System.out.println(new File("~"));
        System.out.println((new File("~")).getAbsolutePath());

will give ~ and current_working_dir/~ on Linux. 

Ant could be made smart enough to replace a leading ~ with the
user.dir property. Could this break any non Unix environment?
