Yeah, the problem you were having is that the parser is translating the <
and > characters literally as start and end tag elements.  The XML parser
tends not to be as forgiving as HTML...

the XML parser reports a error:

        y:\Bombay\build\build.xml:319: com.sun.xml.parser/P-012
