I've walked into the same problem.

Use a comma-separated list instead of a space-separated list
property name="packages"
 			value="com.cmsgt.javelin.client,
 				com.cmsgt.javelin.server,
 				com.cmsgt.javelin.data,
 				com.cmsgt.javelin.gui,
 				com.cmsgt.javelin.gui.event"/>
