I found that <exec> is a suitable substitute for <cvs> when the required
functionality is something other than checkout/update. Eg:

<exec executable="cvs" dir="${X_DIR}" output="${OUTPUT_FILE}">
    <arg line="commit -m &quot;Build automated commit&quot;
