three problems - 
* you define the source variable but try to use it as src
* you need to define source with a trailing / due to a bug in javadoc
* your default target doesn't exist
it should look like

	<target name="init">
		<property name="source" value="src/"/>
		<property name="dest" value="lib"/>
		<property name="doc" value="doc/api"/>
		<property name="cpath"
			value="/opt/j2sdkee1.2.1/lib/j2ee.jar:/opt/xerces-1_3_1/xerces.jar"
		/>
		<property name="packages"
			value="com.cmsgt.javelin.client,
				com.cmsgt.javelin.server,
				com.cmsgt.javelin.data,
				com.cmsgt.javelin.gui,
				com.cmsgt.javelin.gui.event"/>
		<property name="libdir" value="../lib"/>
	</target>
	
	<target name="docs" depends="init">
		<mkdir dir="${doc}"/>
		<javadoc
			packagenames="${packages}"
			sourcepath="${source}"
			destdir="${doc}"
			classpath="${cpath}"
		/>
	</target>
</project>
