Subject more subbuild problems

I have the following directory structure

	develop
		test

in the develop directory I have

build.template
==============
<target name="package">
    <echo message="hi there"/>
</target>
===============

build.xml
=========
<project default="all" basedir=".">

  <target name="all">
    <ant dir="test" />
  </target>

</project>
==========

In directory test I have
build.xml
=========
<?xml version="1.0"?>
<!DOCTYPE project [
  <!ENTITY common SYSTEM "file:../build.template">
]>

<project default="package" basedir=".">

    &common;

</project>
=========


If I run the ant in the test subdirectory then it works fine. If I run it
in the develop directory I get:

========= Using sun's parser =======
Buildfile: build.xml

all:

BUILD FAILED

build.xml:4: File "E:\home\develop\test\test\build.xml" not found

Total time: 1 seconds
===================================
 
	OR
========= User xerces =============
Buildfile: build.xml

all:

BUILD FAILED

build.xml:4: File "file:../build.template" not found.

Total time: 1 seconds
==================================

If I change file:../../build.template to file:./build.template then it
works. But of course, I am not able to run the build in the test directory
anymore.

How do I get around this (more importantly is this a bug to fix?).
